Business Case Development

We draft business cases using HM Treasury’s 5 Case Model on behalf of the public sector. The 5 Case Model sets out the strategic case which identifies the case for intervention, the commercial case which looks at the commercial viability of the project, the economic case which requires an options analysis to justify the preferred option for delivery of the project, the financial case which sets out the funding route for delivery and the management case which defines corporate and project governance arrangements.

Our business cases are clearly and succinctly written, and adhere to the HM Treasury Guidance, to allow efficiency of review and approval processes.

Business Case Review

We carry out reviews of financial projections and business cases as a whole to challenge assumptions and identify areas for improvement.  We have completed a number of reviews for central government bodies, and also regional Local Enterprise Partnerships being asked to invest grant funding into employment driven schemes in their area.

Our review is clearly presented in a report which provides recommendations for further work and/or information if required, or clearly states that the business case is complete and appropriate for the project in question.  We also compare value for money metrics (such as jobs created per £ invested) to approved benchmark information to help support approval.
